I tend to agree - that area has been occupied by a hostile force and neither the city nor the State has a plan to take it back. POTUS should wait until they beg for help.

I am thinking of this as some sort of combination of Mad Max and Zombiland.
The thing is that when the law doesn’t matter, there cant be any other rules that govern society. Things will spiral quickly into a dystopian future we only visualized in movies.
At some point the majority of people will understand it is better to just be an outlaw just to survive.
