That the FBI did not provide exculpatory evidence to the court.

Reuters is just recycling the news to create a story.
We knew that Sullivan tapped Gleeson to write an amicus brief. We all expected Gleeson to take Sullivan's side.

John Gleeson is the retired judge. He served as a United States District Judge of the United States District Court for the Eastern District of New York.
Sullivan appointed Gleeson to oppose the Justice Department's effort to drop it.
