Just speculation, there are a couple potential reasons for this. 1.) Make it difficult to determine national guard and law enforcement movement. 2.) Deprive the public any view of what is happening. The latter makes no difference since the Internet is going to be lit up with live streams tonight.

We witnessed this in Ferguson. There were at least two horrific thunderstorms that unexpectedly moved into the area and dumped torrents on the rioters and looters just as they were beginning to throw rocks and break windows.
