I think Trump somewhat agrees with that. Here is his statement today:

Blacks don’t want equality before the law, they want to be above the law. We’ve already seen a scaling back of policing which allows black criminals to run rampant in most cities because they know they can get away with virtually anything.

The laws requiring equality under the law were written by old white guys and must be torn up, in favor of laws in which guilt or innocence is determined by race. Plus, the more virulent your hatred for America, the more innocent you are.
Trials will be conducted by flashmobs and punishment will be dealt first
