The “atrocities” and “genocide” committed by King Leopold of Belgium are actually the ruminated fantasies in a book published awhile back called King Leopold’s Ghost, by Adam Hochshield.
Leopold brought roads, schools, and other effects of Euro-civilization to sub-saharan Africa in exchange for harvesting its rubber & ivory in late 19th century. He was accused of allowing abuse of the natives.
The book was denounced by scholars in Belgium and in the Congo and rejected by 9 of 10 publishers for its shoddy research and grotesque exaggerations.
But the book is a favorite among American leftists.
Adam Hochshield is perhaps better known as the trust fund patron & publisher of Mother Jones magazine.
