Police training expert speaks about fatal Minneapolis incident

A police training expert shared perspective with 5 EYEWITNESS NEWS on the cell phone video, showing the incident involving Minneapolis police and George Floyd.

Mylan Masson worked as a police officer for 20 years and ran police training for the state of Minnesota at Hennepin Technical College until 2016.

The street cam I saw was looking down on the corner that the victim is sitting at. It is clear as day. You can even see the officer pick something up off the ground and put it in his pocket before he lifts the deceased up.

Wish I could find that again

We can bet that famous forensic experts/pathologists such as Henry Lee, Cyril Wecht and Michael Baden have their bags packed awaiting a call from any side involved in this death.

Collectively, they've been retained in the autopsies of bodies such as those of O.J. Simpson, John Belushi, Anna Nicole Smith, John F. Kennedy, Sharon Tate, JonBenet Ramsey and Vince Foster.

I'm betting on Cyril Wecht.

If the MPD allows that, the civil rights groups will own the keys to the city, or (deep pockets, taxpayers) the state.

Mr. Kneecap had TEN prior excessive force complaints.

Guess who declined to prosecute? Current US Senator Amy Klobuchar.

There goes *her* VP bid.

...and the oriental cop had a previous excessive force incident ($25k payout) for kicking a handcuffed teenager in the mouth and knocking out some teeth.

according to the research I linked in my previous posts some departments do still use it, albeit a small number. We stopped the carotid after LAPD killed a guy by breaking his windpipe in there 80s. We never used knee to neck, we used knee to shoulder blade.

Sate of the art (best practice) would prohibit the technique. In one link an expert from the Univ of South Carolina said as much.

That’s where the argument will go in civil courts if they don’t settle first. In criminal court, the department’s training and policy COULD protect the cop. But they already fired him, they must have cause to dismiss.

I’m betting the technique is not approved in MPD.

He is referring to the knock-out hold where both carotid arteries are impinged. It’s still legal in many places under extreme circumstances.

But it’s not legal to obstruct the breathing of any suspect except to save the life of the officer or citizens. It’s subject to all “deadly force” laws and procedures.

On the store camera as he his being led by the two cops to the transport cruiser he is pretty wobbly on his legs. I think at the end of that store video he trips on the curb and falls on a heap. I wonder if the cops thought that was an aggressive attempt at resisting arrest?

Although he falls at the left rear corner of the cruiser. So who knows what transpired between then and when he ends up laying along the right side of the cruiser.

Here is a pretty long video of the store recording. Shows cops walking up to his car and talking. Passengers get out and hang around.

George seems uncomfortable sitting on the sidewalk against the wall with cuffs behind his back. Cop (black? Muslim?) is talking to him - the cop seems more agitated than George.

Then two cops walk him back to a cruiser for transport. It appears to me that George didn’t see the drop at the curb as he is being manhandled by the cops, and falls in a heap at the left rear corner of the cruiser (5:23).

I wonder if the cops thought that was aggressive behavour?

I’m also wondering why the store video ends there?

Thanks that another piece of time we needed. We can now see him being walk across the street. I see Floyd fall but can not tell why. We need more video from the other side of the street before the fall to the point of the knee press.

I do not see any hard resistance. I see someone who can be drunk and complaining from facial expression / walk: basically behavior I would stereotype of someone drunk or high..

The video ended there because it does not have a good view of the fall and other actions. The body cam should have some very valuable insight.

Is that not enough credentials for this person to have insight on Minnesota police training?

I do not understand the comment. Are you stating there are two many in the news that are being label as experts when they are not?

I can see that point after thinking about it a little bit.

I saw that too. Video in post: time mark:4:24 What did he pick up? That is a very good questions.

This video is the best view so far. You can see Floyd fall off the curb, they pick him up and open the car door

Time point: 5:20 Floyd collapses to ground, the one officer picks him up while the other officer opens door. They attempted to put him in the car.

Does it look like Floyd just went to his knees on his own, hard to tell?
