To use a Bidenism, Come on man! If President Trump had no plan to halt H1-B’s why would 9 RINO’s compose and sign their names to a letter to President Trump with their concerns about the H1-B visa issue?
Trump has made several statements about seriously limiting or even halting such visa’s. Some of his cabinet members have made similar statements citing the Wuhan Virus shutdown and the high unemployment rate resulting from it.
These 9 RINO’s are obviously taking this action as a result of Lobbyist pressure who are big donors to their election campaigns.

Your second paragraph answers your question. In my book, a "plan" that has been "set in motion" means more than statements - YMMV.

Apparently, the 9 RINO’s took the president’s words and those of several cabinet members seriously enough to compose their letter seeking to continue the never-ending flow of H1-B workers into our country regardless of the 40 million unemployed Americans.
A formal, detailed plan isn’t needed. As President, a decree in the form of an EO is all that is necessary for this matter.
The 9 RINO’s understand this and are attempting to get Trump to back off his position on this.

I was reporting on what took place on Lou Dobbs program last night. Those were Lou Dobbs words as he went off on a passionate rant against the 9 RINO’s on his program and challenged any of them to a debate on the subject.
Tucker Carlson did much the same on his show last night minus the challenge for a debate with any one of the nine.
Well, technically, stating an intent to do something is a plan. For example, I plan on going to the store at 3:00 PM this afternoon.

No. But, according to Dobbs and Carlson he has and they believe the letter from the 9 RINO’s is the result of that intent.
