I can see where the woman would see that as a threat, either to the dog, herself or both. At that point she should have attempted to leave rather than call the cops, but that’s just me. A woman alone with this guy in a remote area could reasonably feel different.

But the fact that she walked over to him at the start of the video would suggest that she did not feel threatened.

To me, she acted like an hysteric whose first impulse is to create a confrontation and style herself the victim.
