Good God! What is Judge Lamberth smoking. The one place that federal law unquestionably applies is in the District of Columbia. "Home Rule" is a delegated power, and in granting it Congress made clear that DC law may not conflict with or over-rule federal law.
The lawyers for the defendant had to do some serious judge-shopping to find a judge that would rule in their favor ...
