Citing a trend of decreasing hospitalizations and ICU patients due to the coronavirus, California Gov. Gavin Newsom says the states stay-at-home order could be drastically modified in the next few weeks if the trends continue.
He rolled out a new self certification for locales process that could speed reopening.
Instead of what have been standard burdens of proof, such as no coronavirus-related deaths for 14 days to reopen, counties will simply need to show that hospitalization rates are stable and the rate of positive cases are low.
Newsom said that process could include retail modifications, including allowing shopping inside stores and salons reopening.

I would guess the 5 counties he is not “approving” are Los Angeles, San Diego, Orange, Riverside and San Bernardino. Those are the only counties with any significant new cases (and those numbers are down below their peaks.

More and more people here are just starting to ignore the state and local governments.
As more and more of the free states come back online with little effect on the “curve”, the holdouts will not last long as more and more citizens notice that the free states are beginning to approach normality.
Many cities and counties have gone ahead and announced reopening plans. My favorite is the city of Atwater who declared themselves a sanctuary city for business.
