I'm all for encouraging young peeps (and really all folks) to not smoke. Tobacco or anything. It damages one's health in truly horrible ways.
That said, banning menthol is unlikely to have a positive effect on the number of teens starting to smoke. Although I'll bet that statistics can be juggled to show the measure to have been a huge success.

When I was a kid I spent part so my summers and holidays with my best friend down in Ensenada, Mexico. When I was a teenager I took up smoking for a while. On one of my visits we ran out of American Marlboros, so we borrowed a few packs of Mexican Salems from a neighbor/friend.
It resulted in the only bout of diarrhea I ever experienced in Mexico.

Dont know about England but in America menthols were black peoples choice for smokes. Might be a bit of racism behind this choice to ban just this type of cigarettes (not that anyone should smoke, its a gross habit)

I worked in the Faber's sundry shop at Hyatt Regency Hotel in downtown Chicago decades ago. I got to see a profile of who smoked what. Black men definitely smoked Kools, pronounced "kəhls". Black women went more for Newport Lights. Japanese were the only ones who bought Kents. Frenchmen were the only ones who purchased Tareyton (pronounced tare-ee'-tun); and once in a while an odd southerner would get a Lark. Real old guys would go for Chesterfields Kings. In those days Marlboro and Winston (camel lights were a distant runner-up) were the main sellers among regular Americans, though in that venue, Benson and Hedges made a strong showing in those days.
