I think you can fairly say that Gowdy failed to act. I think that Paul Ryan is more of a co-conspirator who refused to act. It was no oversight, he was working to take down Trump from day 1.

He's even worse than Romney because he actually fooled many of us back when he was a nobody screaming for fiscal sanity and conservative principles (when he knew it would never happen).
