The governor and his allies don’t think the populace is dependent enough on government yet.
But they are getting there.
It's called civil disobedience and it's already well established all over the country, it's just that there are potential penalties for talking about it in front of snitches. Willie has put his somewhat grubby finger on the problem here - the threat will be to establishment politicians who have, or who can credibly be accused of, prolonging the lockdown for their own power and agenda. If the worst offenders are Dems as it's starting to look like, then the party suffers. Willie isn't stupid.

A way out for CA?
Spend and spend, promise more, invite unlimited illegals (Dem voters), fill sidewalks with derelicts, make it a uniparty all Dem/Socialist state, go totally broke-——and——Get the US taxpayers to send money to bail them out. Followed by “Impeach Trump. Trump is a fool. Sweep out Trump in November.”
That plan has worked for years.

It will take more time to see how Sweden’s course ends. Their curve is downward. If their economy comes out OK the argument will be a risk argument. Plenty of ammunition for both sides. Political bent will likely drive which side one argues.
