There is no use and no place for such weapons in Canada,” said the prime minister. “Effective immediately, it is no longer permitted to buy, sell, transport, import or use military-grade assault weapons in this country.”

So this is indeed cynical political opportunism. They clearly had this ready to go at the first opportunity. This ban would have changed nothing had it been in place before this nut job went on his rampage.
