The Russian Foreign Ministry on Wednesday rejected US arguments for fielding low-yield nuclear warheads, warning that an attempt to use such weapons against Russia would trigger an all-out nuclear retaliation.
The US State Department argued in a paper released last week that fitting the low-yield nuclear warheads to submarine-launched ballistic missiles would help counter potential new threats from Russia and China.
It charged that Moscow in particular was pondering the use of non-strategic nuclear weapons as a way of coercion in a limited conflict an assertion that Russia has repeatedly denied.
The State Department noted that the new supplemental warhead reduces the risk of nuclear war by reinforcing extended deterrence and assurance. The Russian Foreign Ministry sees it otherwise.

These weapons are not intended for Russia. That said, Russia already has low yield nukes, and would need them in an otherwise conventional war with the US or China. Our own weapons take Russia’s off the table, at least against our forces.
Low yield nukes are great for specific tasks that you don’t need a cold war city-buster 15 megaton H-bomb for. Hitting a specific military formation, an airfield, etc.
But only a booger eating moron on either side would think the nation getting nuked would slow down and say “Hey, that was kinda a small one, I don’t think we should go all out yet”.
Getting nuked is like pregnant. You is or you isn’t.
Someone could pop the teeniest nuke there is on a Russian base and it’ll be on like donkey kong...full retaliatory response. I have little doubt that we wouldn’t do the same thing. The only reason I have a 3% doubt that we might not is that our leaders are wusses, and unlike Russia we don’t carry around an nightmare inducing memory of being utterly savaged almost conquered by war three times from Europe. For them it’s an article of faith that nobody can attack their home soil without 1000 nukes blasting the enemy in return. I’ve even read that their basic doctrine is full retaliatory response to a conventional invasion! The thinking being that they like the idea that Barbarossa of 1941 will -never- happen to them again witout the attacker being destroyed.
I think our leaders would be slower to go nuclear.
But on the other hand, we are the only nation that’s ever done it...so there is that.

Kinda and kinda not. If anyone crosses that nuclear line, it’ll go all the way. We wouldn’t accept the smallest nuke used against one of our positions, neither would they.
The biggest danger is that lots of our leaders (Hillary, dead McCain, Rubio etc) think they can fight a conventional war against Russia and it’ll all stay within conventional rules. They might take a jet shot down on the Turkish border. But if we support a border crossing conventional war... I’ll take my beans and rice and 5 million SPF sunscreen down into the basement.

Should Russia or China try something, they will be blind sided by something they don’t even know exists. Believe me, they should be very, very worried.
Baby nukes are for rouge actors like Iran. Changes their perception on whether we use them.
