To calculate excess deaths, the FT has compared deaths from all causes in the weeks of a locations outbreak in March and April 2020 to the average for the same period between 2015 and 2019.

But the actual data in their article is interesting and shows something very different from what they intended. The "excess death rates" are significantly higher in the EU nations with the most stringent lockdown policies than in nations with mild or no lockdowns.
Of the 11 European nations cited in the "study", the ones with the lowest excess deaths are:
* Sweden (no lockdown at all, excess deaths of +18%)

Contrast this to EU nations with extremely strict lockdown rules: Belgium (+60% excess deaths); England & Wales (+37% excess deaths); France (+34% excess deaths); Italy (+90% excess deaths); Netherlands (+42% excess deaths); Spain (+51% excess deaths); Switzerland (+29% excess deaths)
The one exception appears to be Portugal, which implemented fairly strict lockdown measures and showed only +10% excess deaths. Portugal notwithstanding, the data supports the contention that less restrictive policies that trust the general public's common sense rather than government imposed rules have been more successful and resulted in fewer deaths.
HIGHER than reported OUTSIDE the USA.
LOWER than reported INSIDE the USA.
