Maybe NY should quit spending money on illegals since NYC is a sanctuary city. NYS retirements are week above what other state retirements are and most retirees move to a southern state where taxes are lower, then screw up the politics in those states.

Yes but they waste a lot of their resources on overly generous social welfare programs and public employee union pensions. Why should the rest of the country bale states with poor management out of problems that existed before this virus came into being. They want money then their future budgets must be reviewed and approved by a outside board. I doubt this will happen.

You might want to do that for Trump too. I believe he had started numerous times that he supports state bailouts as long as the money goes to the Covid crisis and nothing else.

There's always been a limitation on State budgets - States can't print their own money.

So if I overspend on anything - bullet trains, welfare, cushy pension plans for my buddies, designer ice cream, whatever - I can't just print up some more, like the Federal Government does.

OTOH, if I can convince Uncle Sugar to bail me out every time I screw up, it's almost like I CAN print my own money, shovel it out to buy perks or votes or whatever (even designer ice cream), without consequences.

Given that state A can rob the US treasury, what is state B's motivation to spend responsibly?

I have no problem with State's seeking money for increased costs related to the national pandemic. However, I too oppose States seeking to be bailed out for their own mismanagement and lack of financial courage.

To bail a state out for higher than anticipated Public Health Department costs associated with buying and distributing face masks and testing patients and tracking contacts of confirmed Covid-19 patients, is fine. Paying off unfunded public employee pensions is not.

Paying a State that had an ancient unemployment insurance program written in COBOL to be modernized is not OK. It should have been done and paid for by that state long ago. The software being out of date is not the fault of Covid-19.

I too favor bankruptcy, as it will force a federal judge to manage the State's budget making process and force Legislators to make hard decisions or be in contempt of court. States need to learn to say no to labor unions and public employee groups. States need to make some hard decisions on the funding of higher education, especially in degrees that have little prospect of providing meaningful jobs.
