A new documentary reveals that the U.S. had an opportunity to kill Usama bin Laden in the 1990s after tracking his location with the help of Afghan tribal informants, but were unable to do so because of an order signed by then-President Bill Clinton.
That order allowed the CIA to engage in "lethal activity" against the Al Qaeda leader, but the purpose of the strike could not be to kill him.
We were being asked to remove this threat to the United States essentially with one hand tied behind our backs, said now-former CIA station chief Bob Grenier in Showtimes The Longest War, in a clip posted by The Daily Beast. Grenier was based in Islamabad, Pakistan at the time.

Hate to break the news but this is classic law of landwarfare. One cannot directly try to kill/assassinate an enemy leader though it is perfectly legal if the leader is killed otherwise. It is legal to drop a bomb on a headquarters even if the commander/leader is killed.
This could have been avoided by the careful use of words. Just don’t mention that Bin Laden was the only objective. Propose this as an attack on a jihadi mobile command post.
This issue arises from the early days of continental warfare. Leaders/commanders knew that if they targeted the opposing leaders/commanders, they could also be targeted. Often the opposing leaders were kinsmen. This lead to a ‘gentleman’s agreement’ not to specifically target other leaders/commanders. This then became, by tradition, encoded into law of landwarfare.

This was widely known and was substantiated by many in interviews and written in many credible books. The Clinton machine suppressed it as much as they could. I am sure the facts are locked up in a government vault that will never see the light of day if it was not actually stolen by Clinton operatives like Sandy the Burglar. Many on the scum left actually blamed Reagan and Bush for 9/11 but Clinton always gets a pass. Obama was much worse btw.

Yes it is. I recall that Bill Clinton was offered bin Laden on at least three occasions. The Sudanese offered him. Clinton turned them all down claiming that there was no legal system in place to hold him, or try him.

And so, I didn't do it."
And back then the FBI and CIA could not share info.
