City officials in Orange ordered a small motel operating as a birth tourism lodge to shut down by the end of the month.
Council members on Tuesday night revoked the JR Motel’s conditional use permit, saying the owner did not operate the facility for its intended use.
The JR Motel doesn’t have a sign or take reservations from the general public. Instead, it caters to well-off Chinese women who come to the United States while pregnant with the intention of giving birth to a child who, by law, will be an American citizen. Though the practice isn’t illegal, city officials said such long-term residency at the motel fits the category of a boarding or lodging house, and the location, 428 E. Lincoln Avenue, is not zoned for either.
City officials said the JR Motel has violated numerous building, fire and safety codes. The owner remodeled the building after receiving city approval in 2015 to run a motel, increasing the number of rooms and making other changes.
“His violations were egregious. And from the get go,” said Councilwoman Kim Nichols.
Tony Lu, an attorney representing the motel’s owner, asked council members to hold off any decision until the end of May. His client, Chi Huang, plans to sell the motel and has several interested buyers. Meanwhile, only 10 of the 28 rooms are currently occupied and no new clients are being accepted, he said. Those who remain are pregnant women from China and they cannot travel there now, he said.
Lu said he was looking for a compromise.
Lu noted that code violations have been corrected, including the dismantling of some rooms, bathrooms and windows that were created without permits, and clearing areas of baby strollers and a buffet that’s been used by pregnant customers.

It’s about time that our government, both national and state, puts the priorities of American citizens first. President Trump is trying but being opposed strongly.

This is particularly dangerous now that Americans have been led to believe these tourist babies are natural born citizens eligible to be President.
No short term pregnant travelers... New rule change to the current immigration laws. That or eliminate the privilege of “jus soli” completely.
Does just being born in a country truly make you a citizen of that country? You should be required to have at least one parent with established citizenship.
