He has to set the table first. He also has to allow Pelosi time to "do the right thing." Announcing he's thinking of doing it gives everyone time to digest it so when does it it's not looked upon as legitimately shady or seizing power.
He is just calling his shot, like saying “eight ball in the corner pocket.”
He almost always gives others a chance to do the right thing before breaking out the can of whoop-ass.

Trump’s hesitancy to “just do it” has caused him a boatload of grief throughout his presidency. I hated Obama with a passion, but I did admire his gumption to “just do” whatever the hell he considered necessary to advance his nefarious agenda. These unnecessary threats serve as warnings to his enemies to immediately begin the process of resistance by any means necessary.
