As we speak, President Trump is speaking to the media, part of his daily Wuhan coronavirus presser, where he stresses that the country needs to re-open. He’s right. In four to six weeks, some businesses might be wiped out. American workers are hurting. And there isn’t enough bailout money that can keep the enormity of the US economy afloat. It needs people to shop. It needs activity. It needs to re-open.
The Washington Post reported that the Centers for Disease Control and Prevention, along with FEMA, is drafting a blueprint for a phased-in re-opening of the American economy, and President Trump wants something soon so he can make recommendations to some states. Schools and daycares are at the top of the list concerning the first phase of re-openings but stressed that some areas might have to wait longer until a vaccine or some level of communal immunity is reached. The CDC also wants a “COVID-19 Response Corps” to assist state and local health officials to keep tabs on the virus. Without a vaccine, there is a risk of infection rates going up again—and there are four benchmarks localities must meet in terms of health care capacity before any discussion of a soft re-opening can be considered (via WaPo):

Other agencies and White House officials have drafted similar planning documents, a White House aide said. The version obtained by The Post appears to be an early draft by FEMA and contains granular instructions for a phased reopening of institutions such as schools, child-care facilities, summer camps, parks, faith-based organizations and restaurants.

The plan lays out three-phases: Preparing the nation to reopen with a national communication campaign and community readiness assessment until May 1. Then, the effort, through May 15, would involve ramping up manufacturing of testing kits and personal protective equipment and increasing emergency funding. Then staged reopenings would begin, depending on local conditions. The plan does not give specific dates for reopenings but specified “not before May 1.”
The first priority, according to the CDC response document, is to “reopen community settings where children are cared for, including K-12 schools, daycares, and locally attended summer camps, to allow the workforce to return to work. Other community settings will follow with careful monitoring for increased transmission that exceeds the public health and health care systems.”
The document also says that during phased reopenings, it is critical to strictly follow recommendations on hand-washing and wearing face coverings in group settings.
The plan also carries this warning: “Models indicate 30-day shelter in place followed by 180 day lifting of all mitigation results in large rebound curve — some level of mitigation will be needed until vaccines or broad community immunity is achieved for recovering communities.”
The document says re-opening communities in this phased approach "will entail a significant risk of resurgence of the virus.” Any reopening must meet four conditions:
·Incidence of infection is “genuinely low.”
·A “well functioning” monitoring system capable of “promptly detecting any increase in incidence” of infection.
·A public health system that is “reacting robustly” to all cases of covid-19 and has surge capacity to react to an increase in cases.
·A health system that has enough inpatient beds and staffing to rapidly scale up and deal with a surge in cases.
Texas is said to be releasing a blueprint of its own regarding a phased re-opening of its economy, though Gov. Greg Abbott also stressed that there wouldn’t be a rush to open the floodgates and people should expect this to be a long process. It should be double or triple for a nationwide re-opening. We need more testing, especially that much-awaited antibody test, to better get a grasp on the impact this has had on the general population. Without a vaccine, large gatherings should remain shuttered, especially sports events, concerts, and some bars.
So depressing.
Even conservatives are looking at CV in a vacuum, without considering the balance between CV-induced human suffering and that created by economic collapse.
Already many small businesses have been destroyed. They simply wont have enough money to reopen.

My wife is a divorce lawyer. She says that after the stay-at-home order ends there will be a flood of couples wanting a divorce but they won’t have any money to pay for it!
I see here a very bad period of government intrusion into personal privacy and a huge expenditure to operate it.
Any mention of “monitoring” is bureaucratic speak for loss of the freedoms that have made our country the most desirable place to live.
And like our tax laws and the Patriot Act, once began it will never end. Only grow worse with time.

Yup, Offically, we lost our Fair season as Gov Newsom declared no Mass Gatherings until herd immunity. Same for OR Governor and WA.
We are cooked, personally.
People have had enough. The only thing they need to do is make sure there is enough HCQ and then get out of our way. If the virus re-emerges in the fall we will deal with it. We may not go to sports areas for a while but there is not going to be a lot stopping us.
I think the most important thing they could do is give a complete and accurate profile of those who died.
The White House should not be talking about what businesses or facilities should open in any city or state. That’s for the governor or mayor to decide. Trump should stay out of it. If things don’t go well & people start getting sick again, the blame will be on Trump.
He should publicly,specifically say that each governor, mayor, state gov’t, etc, should decide what’s best their own state or city. That way, the people will blame the governor or mayor if it goes south.
I won’t look for anyone in the federal bureaucracy to encourage opening any time soon — that would only help
Trump.
So sooner reopening will have to depend on disregarding the timid advice offered up by the bureaucracies.
Maybe she should think about switching to bankruptcy instead.
Here’s my take. The government bought them some time with the stimulus checks that are now hitting. The business payroll “loan” program may also help a bit, but this is very temporary. Once these checks are spent in the next couple of weeks on rent, electricity, groceries, and other bills things are going to get dicey.
I don’t think the government will be able to print their way out of supporting the GDP. And, I would rather tank than give Nancy Pelosi mail voting or anything more to PBS, NPR, and Planned Butcherhood.
Sure unemployment will help, but at 1/3 of one’s normal income.
People are going to get antsy.
Ah, the Good Old Days, when self-quarantining was all about ensuring that our hospitals and health-care system would not be overrun... Today, the goal seems to be to grind us down until we cannot recover, in the name of “controlling the virus”, of course. As others have observed, the goal posts are being moved...

That’s NOT what I heard Trump say! He repeatedly said some things/states will open BEFORE May 1. AND he has been saying that right along.
This is making me deeply angry. What can we do to let the powers that be know that we’ve had enough? We want the economy, and our freedoms, 100% back NOW??
Serious question. What can we do?
This long phased and staggered rollback has been my concern since this began and Abbott’s comments are quite depressing for his Texan. I expect a medical type patriot act to get pushed through at some point with unanimous consent so the public can find out what’s in it afterwards. All kinds of arbitrariness and bs exerted by bureaucrats; the exact wrong way to go about things but now is when the precedents for the new normal will be set. Birx spoke about community groups going house to house giving vaccines or monitoring. These groups could well lead to block wardens and informants and all kinds of nastiness.
