There is no way these states can hold out while other states are free.
They're only doing this because Trump is starting his Open Things Up task force. But they don't want to help Trump or even open things up faster. What they want to do is interfere with Trump's task force.
As with everything, the Left hates Federalism except when they can use it to further an agenda.

I’m dismayed by this, on so many levels.
Through quick and decisive action, each of our states has made significant progress in flattening the curve and slowing the spread of COVID-19 among the broader public.
Now, our public health leaders will focus on four goals that will be critical for controlling the virus in the future.

More likely they are going to try and take credit for Trump’s decisions.
Sooner or later the people in the states who have been “oppressed” by these lefty governors are simply going to start ignoring their edicts, particularly when they see the rest of the country going back to work and returning towards normalcy.
Once the numbers are digested, many of these people may not be particularly forgiving of what they have been put through or what these lefty governors have in store for the future of their population.
Meaning they’ve come up with a plan to tax the holy bejeezez out of companies as they re-open.

Keeping the west coast economies constrained, preventing their obtaining herd immunity in 2020, insuring that either massive shutdowns are continued into 2021 or a large new wave of infections begins again from late 2020 into 2021.
You can only obtain herd immunity. You chose to get it as early as possible, or you need to get it sooner or later. Total death rates from 1st infection to herd immunity not likely massively different with either approach. But one approach requires destroying the economy and needing to rebuild it. The other doesn’t.
Message to Trump. Screw you, we want to make sure economy stays down so you are defeated in November. These governors could care less about public health. Bring on depression and suicide. This pact is totally political.
