There definitely is. Article I, Section 10, clause 3 Provides:

“No State shall, without the consent of Congress, . . . enter into any Agreement or Compact with another State[.]

Their compacts are worthless no matter what they think,say or sign. It is Constitutionally ILLEGAL.
