Near as I can tell, the main thrust here is that Trump wants to make the appointment, rather than have it made for him by Horowitz. Who, may have integrity, but acts carefully, slowly, and minimally.

There are several other “oversights” the President can apply— in addition to a correct choice for a special accounting counsel.
There is the Impoundment Act of 1975-— ANY appropriation of the House/Senate can be impounded by a statement from the President for any number of appropriations he wishes. Sends the statement to Congress that the expenditures are to be impounded for 45 days-— not spent, that is. These are titled in the Act as “Recissions”, and in order to be freed each item would have to be voted on (not a voice vote) by Congress.
Over— and out— forcing political accountability on those who funded Planned Parenthood and illegal aliens diverting money to them and not the US citizens affected by SARS Cov2-19.
