More to the point, it’s apparent these children never have no clue about Federalism, and state responsibilities. They think the U.S. government is supposed to take care of every issue in every single state. Truly, they do not know. I'm sure he means VA hospitals, military hospitals, large ships at sea, and then the "stockpile" to be tactically moved when a sudden need arises.
It's out of this stockpile that states in need will get ventilators.
Remember when Cuomo said he didn't know that the ventilators from the federal stockpile were sitting in the New York state stockpile in the warehouse in New Jersey?
That was an example of a state having a stockpile, and the federal government having a stockpile, too.

I wish somebody would ask this question. Why not test some number of asymptomatic members of the public to come up with a likely percentage that have the virus at any given time but show no symptoms?
