The Secretaries of the Army, Navy, and Air Force, at the direction of the Secretary of Defense, and the Secretary of Homeland Security with respect to the Coast Guard when it is not operating as a service in the Navy, are authorized to order to active duty not to exceed 24 consecutive months, such units, and individual members of the Ready Reserve under the jurisdiction of the Secretary concerned, not to exceed 1,000,000 members on active duty at any one time, as the Secretary of Defense and, with respect to the Coast Guard when it is not operating as a service in the Navy, the Secretary of Homeland Security consider necessary.

The government is worried that people are going to get tired of this have to stay at home all the time and you cannot go out to do anything except the supermarket or a doctor or hospital. The longer this lock down on 330 MILLION people remains in effect the more restless people are going to become. People are going to want to get on with their lives, go to work, school, go on a vacation outside the home and back yard, go hiking, ride your motorcycle in the countryside, go fishing/hunting, you name it. People will start to voice their displeasure at being locked down like they are in jail. Inmates get POed all the time being in lockup or being locked down. They start trouble. How do we expect 330 million American citizens to start to react. Kids: no school, no sports, teens not being able to gather together, whatever it is kids do today. The government will need those extra troops to keep order, what little they will be able to keep. People are going to start to defy these lock-down orders and start going out of the home. Then the government is going to start arresting people and that is when the brown stuff starts hitting the fan and stuff starts happening, riots, etc.
The kids in these towns are using the empty streets to congregate and drag race. One incident that goes viral on TikTok or WorldStar and the ferals will throw down.

There are a lot of medics that went into other fields, as well as not a few doctors that have retired or changed occupations. I know of a few that got out when the ACA went into effect.
As was pointed out though, old doctors are heavily at risk themselves.

Nefarious actors love to operate when nations are weakened by any disaster.....and right now cities are more vulnerable...and the public idiots seldom have their heads on their shoulders.

Also...If the South American countries get too hot with this virus they’ll be flooding the border for treatment and to escape.....Best we have our guys ready whereever they’er needed.

Now that I think about it, I’m probably mixing a couple of things together.
There are several hooks to re-activate you once you have enlisted or accepted a commission, and they have different requirements and obligations.
The Ready Reserve is one, with your original term being 8 years, regardless of signing for shorter durations on active duty.
There is also the draft status, and the militia status, which up to 45 unless you’ve served, in which case it goes higher. It’d probably take a lawyer to figure it all out.
By the way, note 10 246 a 2 (good general knowledge, but not necessarily relevant to this question).

U.S. Code
(a)The militia of the United States consists of all able-bodied males at least 17 years of age and, except as provided in section 313 of title 32, under 45 years of age who are, or who have made a declaration of intention to become, citizens of the United States and of female citizens of the United States who are members of the National Guard.
(b)The classes of the militia are
(1)the organized militia, which consists of the National Guard and the Naval Militia; and
(2)the unorganized militia, which consists of the members of the militia who are not members of the National Guard or the Naval Militia.

(b)To be eligible for appointment as an officer of the National Guard, a person must
(1)be a citizen of the United States; and
(2)be at least 18 years of age and under 64.
I assume they mean ready reserve or Individual Ready Reserve (IRR). Possibly some recently retired folks in high need specialties.
