The term “compassionate use” ordinarily refers to dosing a patient with a drug that has not been approved by the FDA for any purpose.

It so effectively points out that there is anecdotal evidence and there is “anecdotal” evidence. If a drug heals every single person that contracts a disease, but it was not done as a clinical study of some sort, it is “anecdotal.”
The UK has banned the export of Chloroquine
As of February 26, 2020, the UK government has added chloroquine to the list of medicines that cannot be parallel exported from the UK. Chloroquine was never on this list before. This likely happened because of the growing body of evidence of chloroquine’s effectiveness against coronavirus.

Anecdotal evidence is often turned into a study after the fact using data mining and applying statistics to the data.
It really doesn’t matter at what end the data is produced. The only thing that matters is the quality of the data.

So MD's have been authorized to prescribe this drug even for off-label use, if, in their best professional judgment,it provided therapeutic benefit for their patients.
This has been true for the past 65 years.
I have added Quinine water to my grocery list.
I grew up swallowing quinine pills (they were bitter and kids hate them) because of ever present Malaria in India. No bad side effects that I can remember. Getting ready to celebrate my 80th next month, and still healthy as a horse.

Chloroquine is approved for malaria and other purposes. But not yet approved for SARS-COV-2 and COVID-19 (the first is the virus, the 2nd is the disease the virus causes).
To use Chloroquine for preventing SAR-COV-2 infection or treating an infection that has developed into COVID-19 requires an 'off-label' approval.
If the President said FDA has approved on a case-by-case basis the off-label prescription of Chloroquine, he surely is thinking of compassion because Chloroquine has been around for like a century or so and is known to be safe.
