The Turtle is the Majority Leader. He has the power to eliminate all these arcane Senate Rules that Schmuckie is using against him.
But, he hasn’t because the Turtle is a typical Swamp Dwelling Senator and is so very enamored of and devoted to the protocols of the Senate.
Now, personally, I am not a believer in this “Bailout” plan. Not at all.

The statistics, when viewed rationally, reveal a viral outbreak whose infection/death ratio is DWARFED by the Common Annual Flu. And, yes, this includes the few hotspots like China/Northern Italy and Iran.
Right now they are down 5 GOP senators who are self-quarantining.
Well Trump is supporting this multi trillion dollar thingy and the buck stops at his desk.
