What kind of idiot asks for civilized behavior from uncivilized people? The mayor lacks any understanding about what he is dealing with. I think it was a Star Trek episode where Spock said, “You, as civilized men, were able to pretend to be barbarians. But, they, as barbarians could not pretend to be civilized men.” That’s it in a nutshell. (I think it was the first alternate universe episode where Kirk, Uhuru, McCoy and Scotty got transferred with their counterparts from the Terran Empire.)
