Comrade Wolf has no authority to close anything NOT government owned or operated. IF a business closes, it will be 100% voluntary.

They’ll stay open until they don’t have enough traffic to justify the expense of staying open. Especially the smaller stores.

I think you’re right. Wolf is probably fine if he gets an 80% compliance rate among PA business owners. And I suspect no business owners who stay open will get into trouble unless they fire employees for refusing to report to work.

IIRC PA has state run liquor stores...just like here in AL.
