First of all, how can the $1,000 be spent to help the economy? Most states are under curfew. Bars, Cafes, gyms, theaters, restaurants, churches are all closed.

Grocery stores are open for now but out of almost anything worth buying. What are we supposed to spend the $1,000 on?
