The federal government on Wednesday filed a condemnation complaint to survey 104 parcels of land owned by the City of Laredo, up and down the Rio Grande, in order to assess where exactly the border wall should go.

As just compensation for this expansive taking and condemnation, the federal government is offering its standard $100 to access the land. The 104 parcels total about 982 acres, according to the lawsuit.
This legal action stems from City Councils decision in January to deny the feds access to this miles-long span of riverfront land. The case was then taken up by the Department of Justice, and filed in federal court.
A federal judge will almost certainly grant the Department of Homeland Security the right of entry, but the citys denial of the request in January in essence delayed the timeline for construction of the border wall here.

That quote by itself doesnt say what you imply. It discusses the authority over purchased land, not the authority to purchase land.

With no welfare programs, people came to work and be able to support themselves. Until this election season started, even Sanders acknowledged that open borders were incompatible with social programs.
It says in order for the feds to have authority over land in a state is must first purchase that land from the state with state legislature permission.
State sovereignty is an important but ignored part of the Constitution as written and originally understood and intended.
