That quote by itself doesn’t say what you imply. It discusses the authority over purchased land, not the authority to purchase land.

It says in order for the feds to have authority over land in a state is must first purchase that land from the state with state legislature permission.

State sovereignty is an important but ignored part of the Constitution as written and originally understood and intended.
