Maybe the ballot required them to print their name. In Tennessee you have to sign beside your printed name in a ledger before you receive a ballot.

Signing in BEFORE you go into the booth to vote includes your name. HOWEVER-—NO BALLOT should have any kind of signature on it.
Something is VERY fishy here.
