The difference is containment. Outside of China the disease is (apparently) contained. In Wuhan the medical infrastructure is overwhelmed and the disease is running rampant.
But we don’t know the real numbers from Wuhan or China in general, not really. We do know from past experience the Chinese will lie to save face and for political and economic gain.
Maybe there is a genetic factor, but the only non-anecdotal evidence for this is based on acknowledged incomplete data with many other possible influences that have not been adequately screened out (smoking, pollution, diet, etc.)
We don’t know what’s going on in Africa. The lack of reported cases could very well be the result of primitive medical facilities and inability to test - same goes for many other parts of the world that have been ‘magically’ unaffected so far. This is a classic case of ‘absence of evidence is not evidence of absence’.
We still have a week or two before we can relax, given the long incubation period of the virus, but recall that this virus is transmissible before symptoms show and there could be asymptomatic spreaders anywhere. If we’ve caught everyone (outside of China), that would be awesome. I am cautiously optimistic (I wouldn’t mind if that comedian that broke quarantine had the liberal privilege beaten out of him, though). Containment is key. Let’s hope we have it.

Whaddayamean? I’m inclined to believe a stat like “new cases outside of Asia,” if that’s what you mean.
I am not so inclined.
Everyone has a big interest in keeping the reported numbers low, and they are not building quarantine camps for fun.
We went to the hospital for tests yesterday. Docs said “We suspect it is here, but we are not testing yet”.
