Two things:
1. It is not U.S. v. Chevron. It is Chevron USA v. Natural Resources Defense Council. Cite cases correctly.
2. The reason RBG did not retire when 0bama was President is that she was as certain as everyone else in D.C. that Hillary Clinton was going to be the next POTUS. RBG wanted the first woman president to appoint her successor.
She seems to have miscalculated.
