I thought maybe a 13-second clip from a lengthy speech might not be a fair representation of what Biden said, so for full context, I pulled up the transcript from C-SPAN. If anything, the fuller context makes it worse, not better.
Here's what he said about Ukraine/Iran/Iraq in full...

I could go line-by-line and point out Biden's many factual errors, or lapses in logic. But why bother? Even if we account for the fact that very few people can speak extemporaneously as can write, Biden seems to have very little command of the facts and stories locked in his mind.
The thing to keep in mind though is this: No matter how many policy disagreements you have with Biden (all of them), no matter how unfit you might believe he is mentally or morally for high office (completely), that's still a human being up there on that stage. And that human being is not by any appearance in good mental shape.

I visited a friend in a nursing home yesterday, and couldn’t help but wonder how many of those old souls in the dining room had more going for them upstairs than Biden and Pelosi.

Unqualified Quid Pro Quo Joe. Ukraine is just to hard for Joe to really truly be honest. he is losing credibility because of his son Robert Hunter Biden. He is afraid he will lose this son too. He lost his other son Beau to brain cancer. Ole Hunter has too many problems with paying child support to his first wife, his stripper, and his 92,000.00 Porsche. Plus his 12,000.00 a month rent. There was a conflict of interest when Joe was appointed by Odumbo to oversee the Ukraine and Hunter got the sweetheart deal. When Burisma and George Soros were to be investigated than came to firing of Shokin. To keep the Biden name out of the limelight. Shokin wants an investigation of Burisma and Biden as of January in the Ukraine media.
In his mind? He can’t even locate his mind! Total disconnect.
Unfortunately Joe will not be the nominee. Conservatives should support him. Send him money. If he were the nominee many would literally die from laughter.
The dims have figured out he is suffering from early dementia. He is history.
As I recall, Joe has a tendency to borrow words from others.
Dementia is a horrible condition, but what’s worse is his wife hasn’t told Biden to stand down, and because of that, he’s become a national joke.
It actually makes me rather sad. If he bows out now, it will soon be forgotten. Joe Biden will soon be forgotten. Maybe the answer to a Jeopardy question in a few years.
He should have listened to his former boss. For once Obama was right.
I am wondering if the impeachment, with constant repeat of Ukraine denials by Joe B. assisted in the drop of his campaign. ANYONE who has seen the video...
