Now, Trump has secured the funding to complete 1000 miles of wall if needed.

Just to be clear. Both.
It's all new wall, some times it replaces old wall that is worn out and ineffective.
They are putting it where the Border Patrol wants to put first to be most effective at stopping border crossings.
Hear very little about Otay Mesa and El Paso on the Texas side. The 221 miles considered passable for border wall explains it.
