You can tear up the speech dingbat but America has already heard the words.
Each congressional house is responsible for disciplining its members. So anything done to spank Miss Lube Rack will have to be done by the House (the HOR). The Senate could bloviate its displeasure but it would be the equivalent the Senate congratulating the nation’s butterfly collectors for a job well done. Nice but who cares? The House would ignore. If the House turns over in 2020, and she is still in her seat then its possible the House could discipline her but unlikely.

She wasn't 'triggered' by anything. It was all planned in advance. She held the torn papers up and looked at her KKK women as if so say, "SEE, I DID IT".
BTW, the Father of the dead school child who yelled out "YOU LIE" was planned too. The Dems planned it as payback for when that guy yelled YOU LIE at Obama. The DEMS never come up with anything original. They are like Hollywood Writers who can only come up with SEQUELS to old movies.
