South Bend Mayor Pete Buttigieg declared himself the winner in Iowa after technical glitches and snafus prevented the state party from announcing any caucus results Monday night.
Buttigieg, who was hoping to get a boost out of the nation's first caucus state to drive past more seasoned rivals, went beyond any of the other Democratic presidential contenders his his caucus-night speech.
'We don't know all of the results. But we do know that by the time it's all said and done, Iowa: you have shocked the nation. Because by all indications we are going on to New Hampshire victorious,' Buttigieg told cheering supporters - in the kind of statement that might ordinarily follow a strong measure of public information.
Instead there was no official result in any form, and the Iowa Democratic Party rushed out a statement promising that they had not been hacked and would now be using paper results with a count which will stretch into daylight on Tuesday morning.

Right now they Iowa Dems are in panic mode. Either the results were NOT what they wanted, or the app broke, or both.
Judging how the GOP games are ran, I suspect the Dems don’t like the results.

While I was home with a sick kid, I did see a lot of people heading in.
The way the carcasses are done are very opaque by design. You vote in a small group, and send someone to report the votes to the next larger group, and so on to the country party chair.
At any step in the chain the votes can (and have) been changed. Romney DID NOT win Iowa, but the GOP decided to do it The Paulites called him out but it was too late.
The app was supposed to stop all the back room deals. Idea was it to be tabulated in real time. Considering the amount of money the big tech firms have dumped into the Dem coffers, this is simple task.
My guess is the county and state chairs started seeing results they did not want pretty early on. Remember, real time updates. In the past, you just ignored the votes (hand written most often on scraps of paper) and told the reporter to “Be accurate”. However they had all these electronic votes that were pouring in for the wrong candidate.
What to do? Crash the server. Next, blame Russia.
I expect by the end of the day there will be calls that Russia meddled in the Iowa Carcasses because Trump promised them Alaska. No sarcasm.

That explains why all the young computer nerds hurriedly trying to untangle the app problems kept consulting their pocket Russian dictionaries.
The Democrat field of candidates for president is so pathetic. Each one is a comedy routine, complete with their own laugh track. Mayor Pete can’t even run a city, and his only claim to fame is his homosexuality. Warren is a proven liar who is also a fake Indian. Bernie is an avowed communist who nobody likes. Biden is a crooked man with a brain injury. Bloomberg is a small man with a large bank account, who is actually a shill for the Clintons. Look for Hillary to parachute in at the last minute to “save the party”.

Some reasonable explanations. A lot of older election volunteers had problems using cell phone apps. Fall back was phone in the results. Listening to the radio, saveral workers said they had long holds on the phone before they were able to deliver vote tallies to harried phone volunteers. Senators were stuck in the Senate last week. Pete and others had the field to themselves for a week.
At the least it would be fun....
Bottom line, we need a investigation, we cannot accept the results without witnesses and documents.
