The Oxford Classical Dictionary quotes his epitaph (from Pliny the Younger): "Here lies Rufus, who after Vindex was defeated, liberated the imperial power, not for himself, but for his country." (Vindex led a rebellion in Gaul in A.D. 68.)
He twice refused his troops' efforts to proclaim him emperor. That his ancestors had not been members of the senatorial class may have been part of the reason.
