What changed in "19" was that Ukraine threw out their old President and voted in someone new, an OUTSIDER!
President Trump was slowing down aid until he was sure the new President was not corrupt like the old President. That's why the transcript shows Trump saying Zelensky needs to surround himself with good people - a lesson that Trump himself learned the hard way.

The rats continue to read their recycled talking points which were already chewed up and spit out by Trump’s lawyers.
Others here suggested that while the Democrats were coordinating (like they always do), Republicans were busy being distracted by Romney, Collins, and Murkowski's defection on witness votes, and didn't have the time or the forethought to coordinate with Trump's people in the same way.
