US Senators say no voting on S-386 Bill as of now

US Senators Mike Lee and Dick Durbin said on Wednesday that they had reached consensus on the S-386 Bill which sought to end country caps for job-based green cards.

They, however, said that the Fairness for High-Skilled Immigrants Act of 2019, as the Bill is formally known, will not be put to vote in the Senate as they believe it would not pass muster.

Speaking in the US Senate on Wednesday, Durbin, the Senate Democratic Whip who was previously opposed to the Bill, said the green card backlog was one of the most serious challenges the country faced, but there were restrictions as to what could be done under the current political environment.

The Bill’s new provisions include allowing applicants to switch jobs and travel without losing their status even as they wait for their green cards, and also protects children from ageing out on turning 21.

“The changes also address abuses in the H-1B temporary visa. The reality is that there is abuse in the H-1B visa program and we are addressing what we think is one of the starting points,” Durbin said.

One of the provisions targets 50-50 companies — which have more than 50 employees, of which 50% are temporary workers, and prevents them from applying for any more H-1B visas.

Software industry body Nasscom has said it is opposed to this change as it is discriminatory and takes away a level playing field for Indian companies.

About 3,00,000 Indians who are currently waiting for their green cards to come through would benefit if the Bill is passed. The new provisions around H-1B visa regulations would, however, have an adverse impact on many Indian firms in the United States. The US House of Representatives cleared the Bill earlier this year.

“The Bill is likely to face considerable opposition in the current political environment,” said Rajiv S Khanna, managing attorney at law firm Immigration.com, adding that with President Donald Trump's impeachment by the US House of Representatives, it would be very difficult to get to a yes vote within an already extremely divided Congress. The H-1B provisions are likely to impact larger companies, limiting their H-1B and L1 workforce to 50%, he said.

Lee, a Republican Senator from Utah and one of the original sponsors of the Bill, said that they wanted to bring an end to the arbitrary per country cap for employment based visas. “Senator Durbin and I have spent the last few months negotiating …I am very pleased with the outcome ... but have to ensure we have the buy-in we need,” before the Bill can be put to vote, he said.

Missed this when it was first published; can't find this news from any other source, most notably the U.S. MSM. I don't think a vote was ever part of the plan - but if the rest of the story can be believed, S386 is on hold.

Country cap is a mixed bag, impacting many good folks from Anglosphere countries as well as Muslims (some from the same countries).

The H-1B program is about jobs looking for people, not people looking for jobs.

If the job doesn't need the foreign worker anymore, then that person should be sent home with a thank-you for filling a temporary need.

It should not be a back-door application for permanent resident status.

To get these US Senators so agitated about an issue to pump more foreigners into the U.S. must mean there’s money behind it. A beachhead is formed via these visas and there is no economic reason to justify it.

Shut it down.

I’m fine with ending the country cap if there is an overall limit on the total number issued, and restrictions on the ability to import workers to replace American workers.

If there really aren’t enough people to fill certain kinds of jobs, then I’m fine with importing people — but let’s get Americans working first.

There was a time when I had high hopes for Lee. Perhaps I didn’t know him as well as others did. I think that goes without saying now.

These days I just refer to him as Leelzebub.

Lee is paid off by high tech companies to get this done stat. Mike Lee was hysterical yesterday, probably using his anti war status as blackmail against other Senators and the President. Will probably threaten to vote for impeachment if they don’t give him his 3 million H1B visas.

We are tired of bills are not being read and billion$ and trillion$ of dollars in legislation when so called omnibus bills get passed. Fundings then get shoveled into agencies with the results being government intrusion as well as its employees that grow into our lives regulating US how we; eat, sleep, pray, get married , and think

Should your Senator or congressman have voted NO on any such 1000 page or more Omnibus funding bills of extended duration beyond 60 days if congress did not do its job and consider (read) what it is passing? (Yes) or (NO) ?

If they voted no and the socialists and the MSM will scream government shutdown.
Would you still support them? (Y) (N) (Maybe). Should Obama care be (fixed) or (dumped) And if either votes to fix and not dump it will you support them for another term (YES) or (NO)

Should your group make this an issue in this campaign.YES NO

No. End H1-B and H-4 as this is the main tool to depress artificially the wage rate in the IT industry and in all IT depts. in corporations/businesss.

I put 23 years in IT and witnessed the insanity.
