The letter was very poorly worded. Given that the vote in IRaq was to ask their own government to ask us to leave, it was premature, the Iraqi government has not yet consulted with us.
A letter saying we were taking preparatory steps in case we were asked to leave made sense, but the letter seemed to go beyond that.
