We’ve had 40 years to monitor Iran’s war making capability and, as ours has evolved, theirs has devolved. Elements of our war with Saddam are more likely to be used incrementally to punish their regime for bad behavior while weakening their ability to maintain control of their population hopefully leading to regime change. An all out attack on Iran is only likely, in my view, if they do something so provocative that the President cannot ignore, even in an election year with a Senate Impeachment trial hanging over his head.
