Trump makes presidential history: Avoids end run of Congress with recess appointments
Washington Times ^ | 11/28/19 | Staff

Ronald Reagan made nearly 250 recess appointments during his time in office. Jimmy Carter and George H.W. Bush made dozens each. George W. Bush made 171, and Barack Obama notched 32.

President Trump, meanwhile, stands at a big zero.

No other president has gone this deep into an administration without making a recess appointment. In fact, he is poised to become the first president never to get one — save William Henry Harrison, who died just one month into office.

Recess appointments are one of the more arcane presidential powers, but analysts said the breakdown of the process is emblematic of a broken Washington.

“It’s a very important presidential power,” said Hans von Spakovsky, a legal scholar at the conservative Heritage Foundation who was the recipient of a recess appointment to the Federal Election Commission in 2006.

“The whole point of that authority was to be able to temporarily fill important positions in the government. If anything, that’s gotten even more important since our founding because of the huge increase of the size of the federal government, and it’s not a good thing to have all these empty slots.”

It has been nearly 2,900 days since the last recess appointment, dating back seven years to the Obama administration. That is by far the longest stretch in history, according to an analysis by The Washington Times.

THERE YOU GO.

Trump has no interest in Big DC Guvmint. Never has. Railed about too many fed employees. And the nation has suffered from obese bureaucracy. Wanted the state department shrunk, by attrition, as I recall.

Grant it, there may be some gaps, but DC threatened to shun any experienced contractors if they dared work for him. Now, the Establishment gripes about vacancies.

Tough.

IIRC, the Senate stays in a pro forma session since he was inaugurated.

Oh blow it out your ear; n00b!

I've been for Trump since he stood at the top of the escalator ; however, he is NOT without some flaws and his worst is his abject inability to choose people who are FOR him and his positions; not to mention the nepotism blind spot he has for Ivanka.

Unlike you, I understand politics, understand just WHERE President Trump is coming from, love that he TWEETS and lots of other things he does, but am NOT a "blind" follower of his.

And just WHERE have YOU ever been on this site, for his rallies ( I've never missed watching a one of them, nor cheering him on, on those thread !), or made ANY post that even resembles anything worth reading? NOWHERE!

True; sadly.

My one complete failing, vis-a-vis Trump, was giving him more credit, when I imagined that since he had toyed with the idea of a presidential run for decades, and had mixed with pols for many decades, was that he would have had a small coterie, as Reagan and others have had, who would be loyal, trusted, and ready to back him up from day one.

I’m not tired of all of the winning either and am doing what I can, to ensure that he wins a second term!

Do the recess appointments require 60 votes? Court appointments only need 51.

That's mostly true; but...and it's a BIG "but", there was a large group of GOPers ( and yes,s CONSERVATIVE ones! ) in NYC, for decades, whom I'm sure he has rubbed shoulders with for many decades. He just didn't "work at it".

And then, there are people like Carl Icahn, whom he trusted and who would have been GREAT in his Cabinet, who declined to be a part of this administration, because they knew what kind of a hassle they would have been put through, had they accepted any position at all.

Didn’t see a count of how many nominations are backlogged.

Not sure if it’s an issue or not.

I am constantly hearing of what a genius he is by confirming judges. There’s one.

I don’t think anything required 60 anymore but could be mistaken.

We don’t know if sessions was bad yet let’s see what happens. Nothing wrong with ivanka or Jared . People he can trust is worth something. Ivanka Trump is a very smart woman and I trust that she respects what her father is doing and is helping. Many of the bad choices were made by us voting for people like uniparty morons like McCain, Romney and both Bushs. They appointed lots of morons still in office because federal employees are useless and untouchable.

Trump isn’t hiring bureaucrats on purpose, he wants to downsize just like they did with his and the First Ladies staff. I heard from kids I know who work on his re election with parscale that he wants to end some federal agencies in his second term. Could be all bullshit but they told me he thinks most government employees are useless like most people who ran a business.

Oh good grief!

Sessions was/is a useless waste of skin and not just inept, but revoltingly worse than that!

Ivanka was NEVER interested in politics, knew/knows NOTHING at all about it ( except that both she and he husband have ALWAYS been lefty of center and ONLY has had faaaaar lefty friends, and couldn't even bed bothered to change their registration from Indie to GOP, so that they could vote for her father in the N.Y. primaries! ), and still doesn't understand any of this!

Yes, she got good grades in school, yes, she is pretty good when it comes to business stuff, but she is NO "asset" at all; though she is and always has been her father's favorite child!

She has her own stupid agenda and has tried to push it through and managed to get a wee bit of it done; none of which has done her father, or us any good at all!

We could ONLY voted for the lame and worse GOP candidates or not vote at all, thusly allowing the DEM to win. That's a whole horse of a different color!

And I don't know about YOU, but I voted for Plain, praying that McLame would drop dead ASAP and held my nose and kept hitting my head against stone walls, when it came time to vote for Romney; whom I detested and had also loathed his father before him!

From one of my previous posts: Same with judges, Trump has to pick them from mcconnell’s pre approved list. Fortunately, there is overlap between what Trump wants and mcconnell’s list when it comes to judges.

Could be that these positions aren’t filled and the machine is still running.

So, the next question to be asked....Are those positions necessary or are they made up to give someone’s buddy a job and government paycheck?

When you think about it, how many Under Secretary or Deputy Secretary’s of State does the US need?

It is not primarily the result of the Republicans in the Senate. The fault lies with Democrats in the House.

The Senate CANNOT go into recess unless the House does. Each chamber cannot individually choose to go into recess without the other. The Democrat House refuses so the Senate cannot do so either. Thus Trump cannot make recess appointments.

Nothing wrong with Ivanka and Jared??? Please. They are both lefty airhead liberal twits who support all the leftist causes.

Javanka made clear they were “devastated” by the Syria gassings and nagged daddy into strafing Syria. Eric Trump publicly claimed that Javanka influenced Trump’s Syria strike. Not to mention they love #MeToo and are both feminists and love the gay “movement.”

Javanka wants to hobnob with the global elite and are not ours.

That is true. Paul Ryan was/is anti-Trump and made no secret of his opposition. Both Houses still need to go into recess for it to be able to recess.

The Constitution didn’t make it clear that they HAVE to go into recess. I don’t believe it says they are REQUIRED to do so. It is another unresolved constitutional issue.

We have learned Trump has very good reasons for not trusting people in his own White House. Imagine what mischief the Rats could manage if Ivan’s and her husband weren’t available.
