Ronald Reagan made nearly 250 recess appointments during his time in office. Jimmy Carter and George H.W. Bush made dozens each. George W. Bush made 171, and Barack Obama notched 32.
President Trump, meanwhile, stands at a big zero.
No other president has gone this deep into an administration without making a recess appointment. In fact, he is poised to become the first president never to get one save William Henry Harrison, who died just one month into office.
Recess appointments are one of the more arcane presidential powers, but analysts said the breakdown of the process is emblematic of a broken Washington.
Its a very important presidential power, said Hans von Spakovsky, a legal scholar at the conservative Heritage Foundation who was the recipient of a recess appointment to the Federal Election Commission in 2006.
The whole point of that authority was to be able to temporarily fill important positions in the government. If anything, thats gotten even more important since our founding because of the huge increase of the size of the federal government, and its not a good thing to have all these empty slots.
It has been nearly 2,900 days since the last recess appointment, dating back seven years to the Obama administration. That is by far the longest stretch in history, according to an analysis by The Washington Times.

Congress never formally goes on recess. Deliberately.
The obstructionist Republicans have made sure to not allow this president to make use of this power.

Congressional Democrats and Republicans ensured Congress never went on recess to prevent Trump from making those kind of appointments.

I dont think Congress went into full recess during the Obama years. Pretty sure they havent in a long time. They leave a candle burning in the Senate.
Trump has had the longest waits for non-judicial appointments of any previous president. This only adds to the difficulty of getting good people willing to serve in his administration.... one of the swamp's evil goals

I think he is using his daughter and son in law because he is use to family members running his business, and he keeps appointing these losers because he is naive about just how corrupt Washington is, it’s unbelievable.
They are adjourned. There is a technical difference. I think.
I know that they used to have a senator go into the chamber every once in a while and call them into session. This was to prevent Obama from being able to appoint anyone.
Dont think theyve stopped. Remember, because of the rolling terms the Senate does not have different Congresses.

Recess has another issue. Going on recess makes Congress eligible to be arrested for the many crimes that some have engaged in. I think the Turtle holds this over the heads of the dems when required.
Since President Trump was inaugurated, Mitch McConnell has never put the senate into a recess,, in order to deliberately take this power away from President Trump.
Who needs ‘em? Trump is able to accomplish more with fewer people than all of his predecessors. He and his family members are also working for free.
