No one has yet identified the FBI “contractors” who were accessing raw NSA data.
We do know that there were at least two. My guess is that they will be Crowdstrike and Fusion GPS.

I'm not sure there is a distinction. At any rate the statute has many roles for FISC, including oversigghyt of blanket surveillance activity, minimization, and assorted other things that are kept secret.
The statute and the work has always been a sham. Congress passed it and sold is as privacy protection. It is actually the opposite.

It also was Admiral Rogers who personally briefed President-Elect Trump less than two weeks after his election and told him his wires had been unlawfully tapped by the Obama administration FBI. And this he did without first advising his boss, Director of National Intelligence James Comey, what he was about to do.
There's little doubt but what Admiral Rogers has a pair, and they're BIG, and they're made from tungsten carbide.
