I suggest this was likely at least one of the reasons. His decision to start the counterintelligence operation may have not been criminal, but it was a career ender (not by Trump, but internal to the FBI and/or DOJ.)
It would seem Horowitz should have considered that documented evidence of something that was deemed an inappropriate, biased opening to the investigation.

Graham stated in his opening that Russia was to blame for "DNC hacking." So he dismisses Steele as a DNC puppet but swallows what Crowdstrike claims without question.

I can understand Fitton’s concerns. Moving the Durham goal posts into the summer before a general election makes it patently obvious criminal prosecutions are not the priority. There is plenty of low hanging fruit in Spygate and none of it has been touched. The contrast to how Mueller operated could not be more stark.

Easy. THE AWAN BROS. had been SPYING ON EVERYONE, including FISA court and Supreme Court judges, members of Congress, etc. Reading emails, browser histories, phone conversations, etc, and they USED INCRIMINATING OR EMBARRASSING INFORMATION to BLACKMAIL everyone to FALL IN LINE OR ELSE.

An interesting read by of all people “Rolling Stone”.....It smacks Journalists and news reporters HARD!....that the Horowitz report show ‘years of breathless headlines were ‘wrong’ (fake news) and what a clown show the Trump-Russia investigation was.
Pretty sure he is just finding out that an email about his CIA involvement was intentionally altered.
Govt should just settle right now with him. He is going to win his case.
