WASHINGTON — A highly anticipated report by the Justice Department’s inspector general is expected to sharply criticize lower-level F.B.I. officials as well as bureau leaders involved in the early stages of the Trump-Russia investigation, but to absolve the top ranks of abusing their powers out of bias against President Trump, according to people briefed on a draft.
Investigators for the inspector general, Michael E. Horowitz, uncovered errors and omissions in documents related to the wiretapping of a former Trump campaign adviser, Carter Page — including that a low-level lawyer, Kevin Clinesmith, altered an email that officials used to prepare to seek court approval to renew the wiretap, the people said.
More broadly, Mr. Horowitz’s report, to be made public on Dec. 9, portrays the overall effort to seek the wiretap order and its renewals as sloppy and unprofessional, according to the people familiar with it. He will also sharply criticize as careless one of the F.B.I. case agents in New York handling the matter, they said.

They can both be right. Trump can boast that the report says the FISA warrants were issued on a flimsy basis, and that one low-level lawyer actually tampered with an e-mail. The Democrats can rejoice that everyone except the low level lawyer get off without punishment.
The rest of us can go pound sand. Washington is rigged and there will be no justice.

If Horowitz does a similar milquetoast report that even he cannot truly defend (i.e. - we could not “find” their was bias) we are screwed and this thing is over. Stop and think for a second.... the democrats will use the Horowitz report to defend anyone Huber might indict.
I am going to wait for the report because there is some very damning stuff out there and this is the NYT doing what we knew they would do - getting out in front of it to frame it. However, if accurate, this report would be very consistent with the deep state victories we have seen for the last 3 years. That statement is irrefutable. This whole story is scandalous, but without prosecution of those who violated the law and their office it will only upset those of us on the right who are news junkies. The rest of the country is simply numb and tired of all the noise.
It has to say there was a conspiracy to commit a coup. Anything less and it is probable nothing will happen and the “resistance” to Trump will continue unabated.

Stop and think - any person with three brain cells could tell that there was an absolute hatred of Trump in the text messages between the two people essentially running the case against Hillary and Trump.
Period.
They liked her and hated the President. The very definition of bias in a middle school social studies class, much less within the DOJ!

if true ig is incompetent or biased in my opinion..this will not sit well with those waiting for lady justice to take off her blindfold and use her sword..a 5th grader can see the bias....this may not end well...

Sounds about right. Does anyone SERIOUSLY believe Horowitz will say the very top FBI levels were a political formation trying to effect the outcome of the election?
They will be well meaning and honest civil servants, who carelessly broke a few policies, and that it put them in a really bad light...and shame on them. Tsk tsk...
But he will not say it was sedition.

The first IG Horowitz report came out in 2018. It criticized Comey but found he had NO bias in favor of Clinton.
